In a bid to address driver behavioral issues, the Government of India is planning to introduce a points system for driving licences and vehicle registration certificates. Under this system, repeat traffic offenders could face suspension or cancellation of their licences, according to Road Transport and Highways Minister Nitin Gadkari.

The proposed system aims to improve driving behaviour and hold habitual offenders accountable, Gadkari said while speaking at the Society of Indian Automobile Manufacturers’ (SIAM) 66th Annual Convention. “My ministry is planning to introduce a graded point system in driving licences and vehicle registration certificates,” Gadkari said. Under the proposed system, points would be deducted for offences committed by drivers, with action taken once the accumulated penalty points cross a specified limit.

“Every offense will cut points on the driving licence. And after a particular limit, the licence will get suspended or even cancelled,” Gadkari said. The minister said the policy would distinguish between responsible drivers and those who repeatedly violate rules. Drivers with good records could receive benefits, including possible incentives from insurance companies, while habitual offenders would face penalties.

“These are exactly the people who have good points; they will get incentives from insurance or companies or whatever benefits will be there. But for those who are habitually making mistakes, the penalty is there. That is the principle behind this policy,” Gadkari said. He said changing driver behaviour was an important challenge in efforts to improve road safety. “Driver behaviour is a big problem. We are now doing a lot of things for that,” Gadkari said.

The proposed points-based system is expected to encourage more responsible driving behaviour, the minister said. He did not specify a timeline for the implementation of the proposed system or provide further details on how the points mechanism would operate.

Opinion: Freak accidents are almost always human negligence

Going by the amount of social media chatter around any NCAP test, you’d think India is one safety-obsessed nation. Awareness is rising, but safety is far from ingrained in our ethos like it is in, say, Japan. We all know the current state of road safety is appalling, but I’m not talking about driving manners or vehicle collisions or crash ratings. Of late, there’s another aspect of road safety that’s really been bothering me; the road itself and everything around it.

During the rains in Mumbai last month, two girls were electrocuted in a water-logged street. Luckily, timely intervention from a passer-by and medical treatment at a hospital saved them. Last year, an auto-rickshaw driver had his head

pierced by a falling iron rod from metro construction; thankfully emergency neurosurgery saved him too. Not everyone is so lucky though, if you can even call these accidents lucky. A concrete slab from an under-construction girder bridge fell onto a moving auto-rickshaw and car and resulted in one death and multiple injuries.

You would have read the horrific news of a 25-year-old biker in Delhi who died after his motorcycle plunged into an unbarricaded, 14-foot-deep construction pit dug up and left open. And it’s not just bikes; people have fallen into open manholes, flooded over with water, and lost their lives, and recently a 20-year-old student died after his car plunged into an open drain. Two years ago, a massive illegal billboard blew over and killed 17 people and injured over 75 others during heavy winds in Mumbai. This monsoon season, a tree collapsed onto a school bus and took the life of an 11-year-old child.

This is the aspect of road safety that has been bothering me recently, not because car crashes and other accidents do not, but because these are all too often termed ‘freak accidents’ or ‘random happenings’. Nonsense! These are not freak incidents, but accidents caused by negligence and unaccountability. So many folks say, ‘oh, his/her time had come’. Again, nonsense. Would you say all those poor kids who died in Africa due to starvation died because their time had come? No. They died because of human action, or inaction.

So, really, I write this column only to highlight this fact; to remind us all that it isn’t random. As the saying goes, ‘everything happens for a reason’. Here it’s callousness, from those in charge and from us. So, the next time you express outrage over a non-5-star NCAP-rated car, spare some words of outrage for these incidents too.

टोल फ्री हुई कानपुर-लखनऊ एक्‍सप्रेसवे! NHAI ने सड़क बनाने वाली कंपनी पर लिया ये एक्शन

कानपुर-लखनऊ एक्सप्रेसवे पर सड़क में आई खराबी के बाद नेशनल हाईवे अथॉरिटी ऑफ इंडिया (NHAI) ने बड़ा फैसला लिया है। रिपोर्ट के अनुसार, भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) ने कानपुर-लखनऊ एक्सप्रेसवे पर फिलहाल टोल वसूली बंद कर दी है। ये फैसला एक्सप्रेसवे के करीब 300 मीटर लंबे हिस्से पर सड़क के फिसलन भरे होने की शिकायत सामने आने के बाद लिया गया। सड़क की स्थिति को देखते हुए मरम्मत का काम तेजी से कराया जा रहा है। टोल बंद रहने से होने वाले रेवेन्यू नुकसान की भरपाई निर्माण कंपनी PNC इंफ्राटेक लिमिटेड से कराई जाएगी।

शुरू किए जांच

NDTV की रिपोर्ट के अनुसार, नेशनल हाईवे अथॉरिटी ऑफ इंडिया (NHAI) ने कहा है कि जब तक सड़क का खराब हिस्सा पूरी तरह ठीक नहीं हो जाता, तब तक इस एक्सप्रेसवे पर टोल नहीं वसूला जाएगा। साथ ही, टोल बंद रहने से होने वाले रेवेन्यू नुकसान की भरपाई निर्माण कंपनी PNC इंफ्राटेक लिमिटेड से कराई जाएगी। NHAI ने इस मामले को गंभीरता से लेते हुए निर्माण कंपनी PNC इंफ्राटेक, परियोजना के स्वतंत्र इंजीनियर और निर्माण कार्य की निगरानी से जुड़े अधिकारियों के खिलाफ कार्रवाई शुरू कर दी है। NHAI ने कहा कि मामले की जांच की जा रही है और जिम्मेदार लोगों के खिलाफ नियमानुसार कदम उठाए जाएंगे।

NHAI ने कंपनी को जारी किया नोटिस

प्रभावित हिस्से पर ट्रैफिक डायवर्ट कर दिया गया है और मरम्मत का पूरा खर्च PNC इंफ्राटेक उठाएगी। वहीं, NHAI ने कंपनी को नोटिस जारी कर उसे ‘नॉन-परफॉर्मर’ घोषित करने का प्रस्ताव रखा है। साथ ही कंपनी पर जुर्माना लगाने और परियोजना से जुड़े जिम्मेदार अधिकारियों के खिलाफ कार्रवाई की प्रक्रिया भी शुरू कर दी गई है। प्रोजेक्ट मैनेजर, स्वतंत्र इंजीनियर की टीम के प्रमुख और रेजिडेंट इंजीनियर को उनके पद से हटा दिया गया। साथ ही उन्हें अगले दो साल तक सड़क परिवहन मंत्रालय, NHAI और NHIDCL की परियोजनाओं में काम करने से रोक दिया गया है। इसके अलावा, लापरवाही के आरोप में मौजूदा और पूर्व प्रोजेक्ट डायरेक्टर के खिलाफ भी चार्जशीट जारी करने की प्रक्रिया शुरू की गई है।

सड़क बनने के बाद लगेगा टैक्स

NHAI ने बताया कि, परियोजना के स्वतंत्र इंजीनियर थीम इंजीनियरिंग सर्विसेज प्राइवेट लिमिटेड के खिलाफ भी कार्रवाई की जा सकती है और उसे भविष्य की परियोजनाओं से बाहर किया जा सकता है। वहीं, सड़क में आई खराबी की वजह पता लगाने के लिए IIT खड़गपुर के प्रोफेसर के. एस. रेड्डी की अगुवाई में विशेषज्ञों की टीम बनाई गई है। NDTV ने बताया कि इसके अलावा, एक्सप्रेसवे की सड़क की स्थिति की जांच के लिए लेजर प्रोफाइलोमीटर तकनीक का भी इस्तेमाल किया जाएगा। NHAI ने स्पष्ट किया है कि सड़क के खराब हिस्से की पूरी तरह मरम्मत होने के बाद ही एक्सप्रेसवे पर दोबारा टोल वसूली शुरू की जाएगी।

300 मीटर हिस्सा होगा रिपेयर

NHAI के अनुसार, 26 जुलाई को एक्सप्रेसवे के दाहिने कैरिजवे पर किलोमीटर 64 के पास सड़क में फिसलन की समस्या सामने आई। ये मामला 13 जुलाई को एक्सप्रेसवे के उद्घाटन के कुछ ही दिनों बाद सामने आया। उन्नाव जिले के कोरारी गांव के पास हुई भारी बारिश के बाद सड़क के इस हिस्से के खराब होने की तस्वीरें भी सामने आई थीं। शुरुआती रिपोर्ट में 5 से 7 मीटर तक सड़क प्रभावित होने की बात कही गई थी, लेकिन NHAI की जांच में करीब 300 मीटर लंबे हिस्से में फिसलन मिलने की पुष्टि हुई।

The Ministry of Road Transport and Highways (MoRTH) has proposed making Vehicle-to-Vehicle (V2V) communication systems mandatory on all newly manufactured vehicles from October 1, 2028. According to the draft notification, the mandate will apply to L-, M- and N-category vehicles, which include two-wheelers, passenger vehicles and commercial vehicles. The proposal seeks to amend the Central Motor Vehicles Rules (CMVR), 1989.

MoRTH proposes phased rollout of Vehicle-to-Vehicle communication systems

MoRTH’s draft notification proposes a phased rollout of V2V communication systems. Manufacturers voluntarily offering the technology from October 1, 2027, will have to ensure they comply with AIS-230, the new Automotive Industry Standard for V2V communication systems. If approved in its current form, the fitment of V2V communication systems will become mandatory for all newly manufactured L-, M- and N-category vehicles from October 1, 2028.

The Automotive Industry Standard lays down the minimum technical, functional, performance, environmental and cybersecurity requirements for V2V communication systems. These include radio performance, receiver sensitivity and selectivity, Global Navigation Satellite System (GNSS) and positioning requirements, electrical and power-supply requirements, electromagnetic interference and compatibility, cybersecurity and communication security, and performance requirements for road safety applications.

Furthermore, the standard specifies the use of factory-fitted On-Board Units (OBUs) based on Cellular Vehicle-to-Everything (C-V2X) technology operating in the 5.875GHz to 5.925GHz frequency band. The Department of Telecommunications exempted the use of this spectrum from licensing requirements through a notification issued on June 10, 2026.

The standard also defines safety applications such as Emergency Brake Alert, Forward Collision Warning, Wrong-way Driving Alert and Emergency Vehicle Alert, enabling vehicles to exchange real-time information and warn drivers of potential hazards. The draft notification has been opened for public consultation for 30 days, following which the ministry will review the comments received before issuing the final notification.

What is Vehicle-to-Vehicle (V2V) communication?

The technology enables vehicles equipped with V2V communication systems to wirelessly exchange real-time information such as speed, position, direction and acceleration. While conventional Advanced Driver Assistance Systems (ADAS) rely on cameras, radars, other onboard sensors and driver inputs, V2V allows vehicles to communicate directly with one another using Cellular Vehicle-to-Everything (C-V2X) technology.

This enables quicker detection of potential hazards that may not yet be visible to the driver and, according to the ministry, “is therefore expected to complement ADAS and support proactive accident prevention, connected mobility and future intelligent transport applications.” The ministry also says the technology can provide warnings for situations involving sudden braking, forward-collision risks, unsafe lane changes and approaching emergency vehicles.

Challenges on the implementation of V2V communication systems

While the proposal marks a major step towards introducing V2V communication systems in India, it’s not without challenges. Automakers not only need to integrate and validate these systems across various models in their line-up but also ensure they work as intended between vehicles made by different manufacturers.

In terms of costs, earlier estimates had suggested the On-Board Units (OBUs) could add around Rs 5,000 to Rs 7,000 to the cost of each vehicle, although the latest draft notification doesn’t explore the cost angle of integrating V2V technology. With connected-vehicle technologies, there will also be a need for robust cybersecurity measures, while importance must also be given to other factors such as data protection and user privacy.

When first announcing plans to introduce V2V technology earlier this year, Union Road Transport and Highways Minister Nitin Gadkari said that it would allow drivers to “talk to each other like pilots.” However, despite being under development globally for more than two decades, widespread adoption of the technology remains limited.

बारिश के मौसम में सड़कें काफी फिसलन भरी हो जाती हैं, जिसकी वजह से हादसे होने का खतरा बढ़ जाता है। इसी वजह से प्रशासन लगातार लोगों से सावधानी के साथ और धीमी रफ्तार में वाहन चलाने की अपील करता है। वहीं इसी बीच सोशल मीडिया पर पश्चिम बंगाल का एक हैरान कर देने वाला वीडियो तेजी से वायरल हो रहा है। वीडियो में बारिश के दौरान तेज रफ्तार में बाइक चला रहा एक युवक मोड़ पर अपना बैलेंस खो देता है और सड़क किनारे चट्टान से टकरा जाता है। गनीमत रही कि सड़क के पास गहरी खाई होने के बावजूद उसकी जान बच गई। इस घटना के बाद लोग बारिश में सावधानी से वाहन चलाने की सलाह दे रहे हैं।

वायरल हो रहा वीडियो

ये घटना पश्चिम बंगाल के कुर्सियांग व्यू पॉइंट की बताई है। ये जगह सिलीगुड़ी और दार्जिलिंग के बीच स्थित एक लोकप्रिय टूरिस्ट प्लेस है। सोशल मीडिया पर वायरल वीडियो में एक बाइक सवार रेनकोट पहनकर बारिश से भीगी सड़क पर तेज रफ्तार में बाइक चलाता नजर आता है। इसी दौरान वह चलते-चलते पीछे की ओर भी देखता है, जिससे उसका ध्यान सड़क से हट जाता है। कुछ ही देर बाद बाइक सवार सड़क के किनारे खाई की तरफ बढ़ने लगता है। ये देखकर वीडियो बना रहा व्यक्ति उसे जोर से आवाज देकर सावधान करता है।

काफी तेज थी चक्कर

इसके बाद मोड़ पर बाइक का बैलैंस बिगड़ जाता है और वह सड़क किनारे मौजूद एक चट्टान से जाकर टकरा जाती है। सड़क के ठीक पास गहरी खाई होने की वजह से ये हादसा बेहद खतरनाक साबित हो सकता था। अगर समय रहते बाइक नहीं रुकती तो बड़ा हादसा हो सकता था। टक्कर इतनी तेज थी कि बाइक सवार का एक जूता दूर जाकर गिर गया। इसके बाद उसने किसी तरह बाइक को संभालने की कोशिश की, लेकिन बैलैंस बिगड़ने से वह सड़क के दूसरी ओर घास पर गिर पड़ा और उसकी मोटरसाइकिल भी वहीं गिर गई।

उसी समय पीछे आ रहा एक अन्य बाइक सवार तुरंत उसकी मदद के लिए पहुंच गया। फिलहाल इस हादसे में बाइक सवार को कितनी चोट आई, इसकी कोई आधिकारिक जानकारी सामने नहीं आई है। वीडियो पर लिखा था, “आज शायद यमराज का दिन छुट्टी का था।” वहीं पोस्ट के कैप्शन में राइडर ने लिखा, “सेफ ड्राइव सेव लाइफ।”

यूजर ने किया कमेंट

इस वीडियो के वायरल होने के बाद सोशल मीडिया पर लोगों ने अलग-अलग तरह की रिएक्शन दे रहे हैं। कई यूजर्स ने बारिश के मौसम में सावधानी से वाहन चलाने की सलाह दी, जबकि कुछ ने इस घटना पर मजाकिया अंदाज में भी कमेंट किए। एक यूजर ने लिखा, “गलती पूरी तरह राइडर की थी। आगे मोड़ होने के बावजूद वह दूसरी तरफ देख रहा था। भाई, जिम्मेदारी से बाइक चलाओ।” दूसरे यूजर ने कहा, “तुम्हारे दोस्त ने तुम्हें दूसरी जिंदगी दे दी।” वहीं एक यूजर ने मजाक करते हुए लिखा, “यमराज का मिस्ड कॉल था, लेकिन रिसीव नहीं हुआ।”

सोशल मीडिया पर इन दिनों मुंबई-पुणे एक्सप्रेसवे पर एक शख्स की लापरवाही का वीडियो तेजी से वायरल हो रहा है। वीडियो में एक अधेड़ उम्र का व्यक्ति पुल के ऊपर से कांच की शराब की बोतल सड़क पर फेंकता हुआ दिखाई देता है। कांच की शराब की बोतल नीचे एक चलती कार पर जाकर गिरती है। इस घटना का वीडियो सामने आने के बाद से लोगों ने व्यक्तिन की हरकत की कड़ी आलोचना की है। वहीं कई लोगों ने नाराजगी जताते हुए आरोपी के खिलाफ सख्त कार्रवाई की मांग की है।

वीडियो शेयर करते हुए कैप्शन में लिखा गया, “यह घटना लोनावला की है। अच्छी बात यह रही कि इस वजह से कोई हादसा नहीं हुआ और न ही किसी को चोट आई। कृपया इस तरह की लापरवाही न करें। सुरक्षित रहें।”

ये घटना लोनावला के पास हुई बताई जा रही है। वायरल वीडियो में एक व्यक्ति अपनी कार से कांच की शराब की बोतल निकालकर बिना आसपास की परवाह किए उसे पुल से नीचे फेंक देता है। कुछ ही पल बाद वह बोतल नीचे से गुजर रही एक चलती कार की छत पर जा गिरी। इस घटना ने लोगों की सुरक्षा को लेकर गंभीर सवाल खड़े कर दिए हैं। वीडियो में जब पुल पर मौजूद एक व्यक्ति ने उसे बताया कि उसकी फेंकी हुई कांच की बोतल नीचे जा रही एक कार पर गिर गई है, तो उसने सफाई देते हुए कहा कि उसे लगा था सड़क खाली है। इसके बाद वह पुल से नीचे झांककर ये देखने की कोशिश करता नजर आया कि बोतल आखिर कहां गिरी।

एक अन्य यूजर ने सवाल किया, “क्या अधिकारियों ने उस व्यक्ति के खिलाफ कोई कार्रवाई की? अगर नहीं, तो दूसरों के लिए उदाहरण पेश करने के लिए उसे सजा मिलनी चाहिए।” एक और शख्स ने टिप्पणी की, “कभी-कभी उम्र नहीं, बल्कि गलत हरकत देखनी चाहिए। ऐसे मामलों में सख्त सबक मिलना जरूरी है।”
