The Ministry of Road Transport and Highways (MoRTH) has proposed making Vehicle-to-Vehicle (V2V) communication systems mandatory on all newly manufactured vehicles from October 1, 2028. According to the draft notification, the mandate will apply to L-, M- and N-category vehicles, which include two-wheelers, passenger vehicles and commercial vehicles. The proposal seeks to amend the Central Motor Vehicles Rules (CMVR), 1989.

MoRTH proposes phased rollout of Vehicle-to-Vehicle communication systems

MoRTH’s draft notification proposes a phased rollout of V2V communication systems. Manufacturers voluntarily offering the technology from October 1, 2027, will have to ensure they comply with AIS-230, the new Automotive Industry Standard for V2V communication systems. If approved in its current form, the fitment of V2V communication systems will become mandatory for all newly manufactured L-, M- and N-category vehicles from October 1, 2028.

The Automotive Industry Standard lays down the minimum technical, functional, performance, environmental and cybersecurity requirements for V2V communication systems. These include radio performance, receiver sensitivity and selectivity, Global Navigation Satellite System (GNSS) and positioning requirements, electrical and power-supply requirements, electromagnetic interference and compatibility, cybersecurity and communication security, and performance requirements for road safety applications.

Furthermore, the standard specifies the use of factory-fitted On-Board Units (OBUs) based on Cellular Vehicle-to-Everything (C-V2X) technology operating in the 5.875GHz to 5.925GHz frequency band. The Department of Telecommunications exempted the use of this spectrum from licensing requirements through a notification issued on June 10, 2026.

The standard also defines safety applications such as Emergency Brake Alert, Forward Collision Warning, Wrong-way Driving Alert and Emergency Vehicle Alert, enabling vehicles to exchange real-time information and warn drivers of potential hazards. The draft notification has been opened for public consultation for 30 days, following which the ministry will review the comments received before issuing the final notification.

What is Vehicle-to-Vehicle (V2V) communication?

The technology enables vehicles equipped with V2V communication systems to wirelessly exchange real-time information such as speed, position, direction and acceleration. While conventional Advanced Driver Assistance Systems (ADAS) rely on cameras, radars, other onboard sensors and driver inputs, V2V allows vehicles to communicate directly with one another using Cellular Vehicle-to-Everything (C-V2X) technology.

This enables quicker detection of potential hazards that may not yet be visible to the driver and, according to the ministry, “is therefore expected to complement ADAS and support proactive accident prevention, connected mobility and future intelligent transport applications.” The ministry also says the technology can provide warnings for situations involving sudden braking, forward-collision risks, unsafe lane changes and approaching emergency vehicles.

Challenges on the implementation of V2V communication systems

While the proposal marks a major step towards introducing V2V communication systems in India, it’s not without challenges. Automakers not only need to integrate and validate these systems across various models in their line-up but also ensure they work as intended between vehicles made by different manufacturers.

In terms of costs, earlier estimates had suggested the On-Board Units (OBUs) could add around Rs 5,000 to Rs 7,000 to the cost of each vehicle, although the latest draft notification doesn’t explore the cost angle of integrating V2V technology. With connected-vehicle technologies, there will also be a need for robust cybersecurity measures, while importance must also be given to other factors such as data protection and user privacy.

When first announcing plans to introduce V2V technology earlier this year, Union Road Transport and Highways Minister Nitin Gadkari said that it would allow drivers to “talk to each other like pilots.” However, despite being under development globally for more than two decades, widespread adoption of the technology remains limited.

The central government has asked state chief secretaries to ensure strict action against fuel adulteration and any lapses in the ethanol-blended petrol supply chain. This directive comes as concerns surrounding the quality and compatibility of E20 petrol recently flared up among swathes of motorists.

Centre calls for ‘iron hand’ consequences against fuel adulteration

In a recently-issued Q&A note addressing concerns about the use of E20, the Ministry of Petroleum and Natural Gas said that any procedural lapse in the handling of fuel must be dealt with firmly. It called for “an iron hand against any instance of adulteration” and said there should be zero tolerance for practices that compromise fuel quality.

However, the ministry did not mention whether adulteration had been detected across the E20 supply chain. The release also did not provide details of specific cases, inspections, or penalties imposed by states.

The primary reason behind the crackdown is to distinguish between concerns related to the approved E20 specification, and problems that could arise from adulteration or failures in handling and quality-control procedures. According to the ministry, a lapse at any stage of the supply chain should not be treated as evidence that the prescribed E20 fuel standard is unsafe.

Many motorists have raised concerns about E20, particularly pertaining to mileage drops, reduced performance, and possible damage to fuel system components. Some online reports even linked vehicle breakdowns to E20, when in reality, the culprit was found to be adulterated fuel.

मुंबई के मानखुर्द इलाके से एक दिल दहला देने वाले घटना घटी है। मानखुर्द इलाके में शनिवार रात एक गैर-कानूनी चार मंजिला इमारत अचानक गिरकर पास बने टिन की छत वाले घर पर आ गिरी। इस हादसे में कई लोगों की जान चली गई। पड़ोसियों के मुताबिक, चार बच्चों की मां अख्तर जहां और उनके पति मोइनुद्दीन वाजिद अली शाह ने रविवार को घर छोड़ने का फैसला किया था। लगातार बारिश के कारण उस बिल्डिंग में दरारें पड़ गई थीं। इसी वजह से दोनों ने रविवार को घर छोड़कर दूसरी जगह जाने की योजना बनाई थी। लेकिन वह समय पर घर खाली नहीं कर पाए। वहीं इस हादसे में अबतक कुल 6 लोगों की मौत हुई है।

एक पड़ोसी ने बताया, “बारिश के कारण लोगों को डर था कि बिल्डिंग कभी भी गिर सकती है, इसलिए निवासी उसे खाली करने लगे थे। अख्तर जहां भी दूसरी जगह जाने के लिए अपना सामान पैक कर रही थीं, तभी यह दर्दनाक हादसा हो गया।” महाराष्ट्र के मुख्यमंत्री देवेंद्र फडणवीस ने हादसे में जान गंवाने वाले लोगों के परिजनों को 5-5 लाख रुपये की आर्थिक सहायता देने की घोषणा की है।

छोड़ने वाले थे घर

जनता नगर के न्यू मंडला इलाके में भारी बारिश के बीच एक चार मंजिला इमारत भरभराकर गिर गई और उसके मलबे की चपेट में आसपास के कई घर आ गए। बताया जा रहा कि इमारत में रहने वाले लोग पहले ही दरारें, टाइलें गिरने और भवन के झुकने जैसे संकेत देखकर बाहर निकल गए थे, लेकिन पास के मकानों को सबसे ज्यादा नुकसान हुआ। मोइनुद्दीन इस हादसे में इसलिए बच गए क्योंकि घटना से कुछ देर पहले ही वह घर से बाहर निकल गए थे। उन्होंने बताया कि उन्होंने अपने परिवार से कह दिया था कि अगले दिन वे दूसरी जगह रहने चले जाएंगे। लेकिन उससे पहले ही पास की इमारत अचानक उनके घर पर गिर गई, जिससे परिवार के लोग मलबे के नीचे दब गए।

दर्ज किया गया केस

हादसे के बाद पुलिस ने गिरी हुई इमारत के मालिक और उसके निर्माण से जुड़े ठेकेदार को गिरफ्तार कर लिया है। दोनों के खिलाफ भारतीय न्याय संहिता (बीएनएस) की संबंधित धाराओं में मामला दर्ज किया गया है, जिसमें गैर-इरादतन हत्या का आरोप भी शामिल है। जांच एजेंसियां ये पता लगा रही हैं कि इमारत का निर्माण अवैध तरीके से किया गया था या नहीं और क्या सुरक्षा से जुड़े नियमों की अनदेखी की गई थी। नगर निगम के अधिकारियों ने भी पुष्टि की है कि गिरी हुई इमारत बिना अनुमति के बनाई गई थी। हादसे के बाद मुंबई फायर ब्रिगेड, पुलिस, नगर निगम और अन्य राहत दलों ने पूरी रात मलबे में फंसे लोगों को निकालने और मृतकों के शव बरामद करने के लिए बचाव अभियान चलाया।
