Tamil Nadu Chief Minister C. Joseph Vijay has revealed plans to develop a dedicated motorsport city in Chennai. This will include a new race track, capable of hosting F1, F2, F3, F4 and other international races.

“An Olympic city will be set up in Chennai. A Motor Sports city will also be set up in Chennai to host Formula 1 races. The talents of youth in motor sports will be identified, and training and racing opportunities will be provided to create national and international level champions,” Vijay said during the state Assembly.

He added, “Establishing world-class motor vehicle car racing arenas will provide opportunities for tourism, special vehicle manufacturing industries, employment, and economic development.”

Tamil Nadu is at the very heart of the motorsport scene in India, with tracks like the Madras International Circuit and Kari Motor Speedway hosting majority of our national championship races. There’s also the Madras International Karting arena, which is the first karting track in the country to meet global CIK (Commission Internationale de Karting) standards. 

Vijay highlighted the business case behind setting up the new motorsport city in the state. Tamil Nadu is currently a leading state for the production of various two-wheelers and four-wheelers, as well as racing vehicles. He added that setting up “world class” racing venues will provide opportunities to boost tourism, specialised vehicle manufacturing industries and well as employment and the local economy in general.

While the precise location of this new motorsport city hasn’t been revealed, Vijay did share that the goal is for the venue to be capable of hosting international-level racing like F4, F3, F2 and even F1. 

Driver development will be another key focus area. Vijay stated that the venue will also include training facilities to identify and nurture local racing talent in a bid to give them opportunities on the national and international stage. 

India eyes F1 return

This announcement follows renewed interest from the Indian government to bring F1 back to India.

The Buddh International Circuit last hosted The F1 Indian GP from 2011 to 2013. But the race was then dropped, mainly due to the Uttar Pradesh government’s taxation policy at the time, which classified F1 as entertainment rather than sport. 

However, speaking to media earlier this year, sports minister Mansukh Mandaviya shared that the government is working to make India a viable host country for international racing. “For instance, if the entertainment tax cannot be altogether repealed, we will try to ensure that reimbursements are provided to incentivise the project for the organisers. Discussions are ongoing on this issue. It is an interministerial matter, and we are trying our best to make it attractive for Formula 1,” he said at the time.

F1 CEO Stefano Domenicali has stated that there is “big interest” for the championship to return to India, but also stressed that this won’t happen any time soon and will require several conditions to be met. “There are the right things that we need to do – to again find back the right promoters, the right collaboration and the right timing, which will not be in the very short term. But when we talk about five years in Formula 1, it seems to be very far away, but it’s not,” he told F1 India broadcaster FanCode.

FMSCI granted National Sports Federation status

The FMSCI (Federation of Motor Sports Club of India) has been provisionally recognised as a National Sports Federation (NSF) by the Sports Ministry. This move strengthens the motorsport governing body’s standing in India, as the government pushes to grow the racing ecosystem and bring more international events like F1 back to the country.

What does NSF status mean for Indian motorsport?

Headed by Arindam Ghosh, the FMSCI had applied for NSF status on June 11, 2026. As per an order dated July 23, 2026, the Sports Ministry has approved this request provisionally after relaxing some norms regarding minimum affiliation required for state units. 
NSF status means that the FMSCI is now eligible for financial grants from the Sports Ministry. As part of the process, FMSCI has been directed to amend its constitution and Memorandum of Association to align with the provisions of the National Sports Governance Act, 2025. The Ministry has also reserved the right to revoke the recognition should the federation fail to comply with its guidelines.

Last month, Sports Minister Mansukh Mandaviya had announced plans to set up a dedicated task force to assess the motorsport ecosystem in India. “The Task Force will evaluate the international, economic, tourism, and investment benefits arising from hosting major motorsport events in India. It will also identify key priorities, infrastructure requirements, and operational needs necessary for the sustainable development of the sector and submit its recommendations to the Sports Ministry,” Mandaviya added. 

The push to bring F1 back to India

The FMSCI being granted NSF status comes amid renewed momentum around India’s motorsport ambitions, particularly the possible return of the F1 Indian GP. The Adani Group, currently in the running to acquire the Buddh International Circuit (BIC), has confirmed it is exploring plans to revive the race at the venue, which hosted the Indian GP from 2011 to 2013 before it was dropped from the calendar. That was largely due to the Uttar Pradesh government’s taxation policy at the time, which classified F1 as entertainment rather than sport.

While Mandaviya had earlier suggested the Indian GP could return as soon as 2027, F1 has maintained that this timeline isn’t realistic, noting that organising races is a complex, time-intensive process.

In a recent interaction with FanCode, Formula 1 CEO and president Stefano Domenicali confirmed that there is indeed “big interest” from the championship to return to India. But he also cautioned that a revival of the Indian GP is still several years away and will require several conditions to be met. 

“It is very important to say that we need to feel the interest from all the stakeholders of India because this is a project that, when we reach back to your country, has to be big,” explained Domenicali. “It has to be the right one, with the right level of investment and the right level of people, because your market is just phenomenal. I just want to guarantee that we’re going to be there for sure one day and in the right condition.”

आइए जानते हैं संपत्ति रजिस्ट्री और सरकारी योजनाओं में होने वाली कानूनी दिक्कतों को रोकने के लिए विभाग द्वारा अनिवार्य किए गए इन 5 नए नियमों के बारे में।

प्रशासनिक मूल्यांकन के लिए अनिवार्य किए गए 5 नए नियम

उत्तर प्रदेश सरकार ने संपत्ति रजिस्ट्रेशन, सरकारी योजनाओं और प्रशासनिक प्रक्रियाओं में कानूनी जटिलताओं से बचने के लिए आधिकारिक मूल्यांकन के दौरान इन 5 नियमों का पालन अनिवार्य किया है:-

नियम 1 (पहचान और पते का प्रमाण): आधार कार्ड को विशेष रूप से सिर्फ पहचान और पते के वैध प्रमाण के रूप में ही स्वीकार किया जाना चाहिए।

नियम 2 (रिश्तों पर निर्णायक नहीं): आधार कार्ड पर दर्ज परिवार या माता-पिता की डिटेल को किसी भी रिश्ते के निर्णायक या कानूनी रूप से बाध्यकारी सबूत के तौर पर नहीं माना जा सकता है।

नियम 3 (पारिवारिक सत्यापन): ऐसे आवेदन, योजनाएं या कानूनी दस्तावेज जिनमें पारिवारिक रिश्ते का अनिवार्य सत्यापन आवश्यक है, वहां अधिकारी सिर्फ आधार कार्ड के आधार पर अंतिम निर्णय नहीं ले सकते हैं।

नियम 4 (मान्य दस्तावेजों की जांच): रिश्तों के सत्यापन के लिए विभागों को मौजूदा नियमों के तहत मानक और कानूनी रूप से मान्यता प्राप्त दस्तावेजों की जांच करनी होगी। इसके तहत जन्म प्रमाणपत्र, परिवार रजिस्टर की नकल, उत्तराधिकार प्रमाणपत्र या सक्षम अदालतों/प्राधिकारियों द्वारा जारी संबंध प्रमाणपत्र को ही मान्य माना जाएगा।

नियम 5 (द्वितीयक सूचना): आधार कार्ड पर माता-पिता या पति/पत्नी के नाम के किसी भी उल्लेख को स्थापित कानूनी सबूत के बजाय केवल एक द्वितीयक सूचनात्मक संदर्भ के रूप में देखा जाना चाहिए।

क्या है आधार कार्ड का मूल उद्देश्य?

उत्तर प्रदेश सरकार का यह निर्देश भारतीय विशिष्ट पहचान प्राधिकरण और इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय के स्पष्ट दिशा-निर्देशों के अनुरूप है। आदेश में स्पष्ट किया गया है कि आधार कार्ड का मूल और प्राथमिक उद्देश्य केवल किसी व्यक्ति की पहचान और पते को स्थापित करना है न कि उसकी वंशावली या वैवाहिक स्थिति को प्रमाणित करना। यही कारण है कि आधार कार्ड पर दर्ज C/o (केयर ऑफ), S/o (पुत्र), D/o (पुत्री), या W/o (पत्नी) जैसे शब्दों के साथ लिखी गई पारिवारिक जानकारी केवल सूचनात्मक प्रकृति की होती है।

दस्तावेजों के मानकों को लेकर देशव्यापी सख्ती

उत्तर प्रदेश सरकार का यह राज्य स्तरीय निर्देश दस्तावेज़ीकरण के मानकों को लेकर देश भर में की जा रही सख्ती का ही एक हिस्सा है। आपको बता दें कि हाल ही में आयोजित ‘पासपोर्ट सेवा दिवस’ के दौरान विदेश मंत्रालय (MEA) के वरिष्ठ अधिकारियों ने भी इसी तरह की कानूनी सीमा को रेखांकित किया था। उन्होंने स्पष्ट रूप से स्पष्ट किया था कि एक भारतीय पासपोर्ट सिर्फ एक यात्रा दस्तावेज है और इसे नागरिकता का अंतिम या निर्णायक सबूत नहीं माना जा सकता है।
